Schwanewede Hals & Vince is a full-service civil engineering, planning and land surveying firm in Parsippany, New Jersey. We have been providing a variety of comprehensive services for site development projects and municipal governments since the 1930’s. Schwanewede Hals & Vince prides itself in providing high-quality services to its clients in a cost-efficient manner.

Our History
William H. Schwanewede began providing engineering and land surveying services to municipalities and private clients in Bergen County, New Jersey in the early 1930’s. William O. Schwanewede took control of William H. Schwanewede Associates in the 1970’s. Schwanewede continued to provide municipal and private engineering services until the mid-1990’s.
David A. Hals founded Hals Engineering Company, P.C. in 1988. Hals Engineering provided civil engineering and land surveying services to private clients and developers throughout all of northern New Jersey.
In 1995, David Hals purchased William H. Schwanewede Associates and created Schwanewede/Hals Engineering. The firms combined many years of experience to better serve both, municipal and private clients.
Joseph Vince joined Schwanewede/Hals Engineering in 2005. He helped the firm keep up with modern technology and expand the types of services offered and the geographic locations served. In 2014, Joseph Vince became a principal and partner of Schwanewede/Hals Engineering.
In 2023, Schwanewede/Hals Engineering became known as Schwanewede Hals & Vince and relocated to our new office in Parsippany, New Jersey.
Going forward, Schwanewede Hals & Vince will continue to provide high-quality professional engineering, land surveying, and planning services in a cost efficient manner by combining our decades of experience with the newest technology.

Joe is the President of Schwanewede Hals & Vince. He joined the firm in 2005. Joe is a graduate of Fairleigh Dickinson University with a BS in Civil Engineering Technology and New Jersey Institute of Technology with a BS in Surveying Engineering Technology. Joe is licensed as a Professional Engineer, Land Surveyor, and Planner in the State of New Jersey. He is also a Certified Municipal Engineer. He has over 20 years of experience as an engineer and land surveyor for private and municipal projects. He has extensive experience with the planning, design, permitting, inspection, and construction management of residential and commercial site plans, subdivisions, environmental, community association, and municipal projects. Joe has been performing damage assessment inspections for flood insurance companies for over a decade. After Hurricane Sandy, Joe inspected over 300 residential homes and was involved in the permitting and reconstruction of buildings within flood hazard areas. Joe has testified before more than 100 municipalities and been accepted as an expert in all three licenses before Planning, Zoning, and Land Use Boards throughout the State of New Jersey. He is the consulting engineer, municipal engineer, and planning and zoning board engineer for several municipalities in the State of New Jersey. Joe has also been accepted as an expert before Superior Court. Joe is an adjunct professor at the New Jersey Institute of Technology in the Surveying Department. Joe was previously the president of a condominium association for several years and was responsible for funding and completing several million dollars worth of capital improvements projects. ​​

Dave is a graduate of New Jersey Institute of Technology with a BS & MS in Civil Engineering (1982, 2012) and Paul's Smith College with an Associate of Applied Science in Forestry and Surveying (1977). Dave is licensed as a Professional Engineer, Professional Land Surveyor, and Professional Planner in the State of New Jersey. He is also a Certified Municipal Engineer. Dave has over 40 years of experience as a civil engineer and land surveyor, and over 30 years of experience with municipal projects. Dave has extensive experience with the planning, design, permitting, inspection, and construction management of all types of municipal engineering, site planning, and subdivision projects. He is the municipal engineer, consulting engineer, and planning board and zoning board engineer of several municipalities throughout Northern New Jersey. He has testified before more than 200 municipalities in the State of New Jersey. Dave has been accepted as an expert in all three licenses before Planning Boards, Zoning Boards of Adjustments, Boards of Health, and Superior Court in Bergen, Morris, and Passaic Counties.​​

Cory joined the firm in 2024. He is a licensed Professional Engineer in the State of New Jersey. He is also a Certified Municipal Engineer. Cory has been practicing civil engineering since 2012. He has been involved in the design of hundreds of civil engineering projects. Cory has extensive experience with the planning, design, permitting, and inspection of residential and commercial development including, but not limited to, site plans, plot plans, soil testing, septic system design, wastewater management, NJDEP Permitting, stormwater management, and subdivisions. Cory has testified before a number of Planning, Zoning, and Health Boards across northern New Jersey. ​​
Michael Smith, EIT
​Michael is a 2020 graduate from Louisiana State University with a B.S. in Civil Engineering. He joined the firm in 2023. He has 6 years of experience in civil engineering and land surveying drafting and design. Michael has experience with all phases of site plans, subdivisions, surveys, and roadway design. He is currently working towards obtaining his PE license.
Holden Scott
Holden is a graduate of Rowan University with a degree in Geography and minors in GIS and Planning. He joined the firm in 2023. He has over 5 years of experience of performing all phases of surveying field work. He also has several years experience of completing office surveying tasks, performing reviews of engineering plans, managing municipal construction projects, and performing engineering field inspections.
Mark Nicol
Mark joined the firm in 2005. He has been involved in the design and drafting of civil and structural engineering projects since 1985. Mark has experience with all phases of site plans, subdivisions, surveys, and municipal projects. He also performs surveying boundary analysis, layout calculations, and has experience with performing surveying field tasks.
Snezana Naumoska
Snezana is a graduate of the University of Macedonia with a B.S. in Civil Engineering. She joined the firm in 2001. She has decades of experience in design and drafting of civil engineering and land surveying projects. Snezana has prepared plans for all phases of site plans, subdivisions, surveys, roadway design, and municipal capital improvements projects. She also performs surveying boundary analysis and layout calculations.
Roe Kretkowski
Roe joined the firm in 2025. She is responsible for assisting with daily operations within the office. Her duties include setting-up new projects, communicating with clients, handling correspondence, organizing schedules, maintaining supplies, and accounts receivables.
